I use this on my solo monk for uw and it works great since they messed with prot bond. I run the 55 life build and take 4 dmg a hit....

Have to prove you wrong. Max health is as much health you have once you bar is full. As your life goes down, protective spirit wont follow thatbut the max health (i.e. at lvl 20, with 480 max health, this spirit will make sure you cannot lose more than 48 health due to a single attack or skill. But thats it).

But is great as it is quiete spamable (caast it on a new ally each 5,25 second)

I got it now I had to do the 1 quest first and then do blood and smoke after.

how does this work with necros Dark Bond? which effect comes first?

It doesn't work against sacrifices and 'loosing health', just damage. I do not think it works with split damage either (say, +30 damage, +15 dark bond damage, 300 Hp, both will go through unmodified). It's an anti nuker skill, and great when you take huge amount of damage at once (like eles do).
